1.      Development Condition of Automotive Industry in Jilin Province

1.1 Overall Situation of Automotive Industry in Jilin Province

Jilin Province is the cradle of Chinese automotive industry. More than 50 years of construction have passed since the first Jiefang Brand heavy truck was off the production line in July, 1956. A complete automotive industrial system with FAW Group Corporation as the core, vehicles, various special vehicles and the research, production and trading of auto parts as one, medium and heavy trucks, medium and high-class cars, light vehicles and mini cars as fully developed strategy has been formed in our province. Jilin Province has become the key automotive industrial base, state auto and parts export base and state auto electronic products production base.

In 2009, the scale enterprises of automotives and auto parts of the entire province fulfilled an output value of 295 billion Yuan, covering over 30% of the whole provincial industrial values. In the output value, scale auto parts enterprises fulfilled 69 billion Yuan, increasing 24.5%, which means that in the entire provincial industrial economy auto and auto parts industry has become an industry covering the largest total value, increasing fastest, being most efficient and contributing the most.

According to Jilin Provincial Automotive Industry Plan, the estimated auto production of the whole province in 2010 will reach 1.4 million. By 2012 the total production will have reached 2 million, making a total GDP of 420 billion Yuan. By 2015 the total production will have reached 4 million, of which the vehicle production of Changchun City will have reached 3 million and 1 million in Jilin City.

In 2010 on the basis of carrying on well the various promulgated policies supporting FAW Group and parts industry development, the provincial party committee and the provincial government further study and prepare a variety of measures promoting the healthy and rapid development of automotives and auto parts. They shall focus on the construction of the two Auto Districts in Changchun and Jilin, building Changchun-Jilin Auto Cluster Zone to support the development of the key auto parts businesses. The optimizing and upgrading of the structure auto and auto parts industries of the whole province will build Jilin Province into a modern auto industry base advanced domestically and competitive internationally.

1.2  Basic Condition of FAW Group

China First Automotives Works Group Corporation is shortened as “China First Auto” or “FAW” with headquarter in Changchun City, Jilin Province. It was formerly called the First Auto Works. FAW was founded in 1953. Its construction was completed for production in 1956 when the first Jiefang Brand truck of the new China was produced. The first Dongfeng Brand car and the first Red Flag Brand luxurious car were produced there in 1958. The establishment of FAW has opened a new history in Chinese auto industry. For more than fifty years of development, FAW has become one of the biggest auto industrial groups in China.

Now there are 17 functional sectors, 19 wholly owned subsidiaries and 14 holding companies in FAW. There are 4 listed companies, which are namely FAW Cars Company Limited, Changchun FAW Fuwei Auto Company Limited, Tianjin FAW Xiali Auto Company Limited and Qiming Information Technology Company Limited. Divided by area, their main business fields cover six systems of research and development, passenger vehicles, commercial vehicles, rough parts, supporting and derivative economy. They now have 123.6 thousand employees and a total of 105.28 billion Yuan assets. After years of development and construction, the ability of independent R & D and business core competence ability in FAW have been continuously improved. A products structure of various kinds and wide series of trucks, cars, light vehicles and buses has been set up, possessing such independent brands as Jiefang, Red Flag, Besturn, Xiali and Weizhi and such joint venture brands as Vokswagen, Audi, Toyota and Mazda.

For many successive years the production and sales of FAW have topped Chinese automotive industry. In 2004 the annual sales of the enterprise took the lead to sell 1 million vehicles, which established a milestone in Chinese auto development industry. In 2008 China FAW sold 1.533 million vehicles, achieving the revenue of 161.76 billion Yuan. In 2009 the industry-wide auto production of FAW Group reached 1.9427 vehicles, achieving a year-on-year growth of 29.2%. It implemented the 1.94 million vehicles sales with a year-on-year growth of 26.9% and a 14.25% market share, ranking the second in domestic auto industry. In that year FAW realized the main business income of 188.17 billion Yuan with a year-on-year growth of 23.4%. The total profit of the year reached 17.8 billion Yuan, achieving 127.2% year-on-year growth.

1.3  Matching Conditions of FAW Group

In 2009 the procurement value of FAW Group reached 172.6 billion Yuan. It is estimated that the figure will reach 207.1 billion Yuan in 2010. The procurement budget for FAW Volkswagen will be 84.02 billion Yuan, 50.02 billion Yuan for FAW Toyota, 25.7 billion Yuan for Jiefang Company and 21.4 billion Yuan for FAW Cars Company. There are about 1000 auto parts enterprises supporting FAW Group.

At present the matching rate in Jilin Province is still low. Altogether there are 385 enterprises supporting FAW Group. Besides, the ability of independent research and development of the above enterprises is also low, only 22 enterprises equipped with provincial technical R & D centers. The provincial auto matching rate only covers 38% of the FAW Group matching shares, much lower than the local auto matching rate of 70% in normal international condition. FAW Group plans next to fulfill 70% domestic procurement within Jilin Province. So the auto supporting enterprises in Jilin Province still have perfect opportunities to support FAW Group.

Jilin Province is now actively developing 100 key auto parts enterprises in order to take the opportunities to realize the goal. The development is in three steps. The first step is to develop enterprise groups to make them equipped with abilities of independent R & D, systematic supporting, module supply and international labor division. The second step is to develop little giant enterprises to make them organize the production in terms of systematic development and scale economy. The third step is to develop specialized cooperative supporting enterprises to enable them to supply the enterprise groups and little giant enterprises with parts and assemblies. Our province shall perfect the construction of auto parts R & D ability to establish the three-level auto parts R & D system of state, province and enterprises.

2. Development Condition of Automotive Industry in Jilin City              

2.1 Overall Situation of Automotive Industry in Jilin City

Auto industry has been the key pillar industry in the industrial economy of Jilin City. Now there are 2 vehicle production enterprises called FAW Jilin Auto Company Limited and Jilin Tongtian Auto Company Limited and 140 auto parts supporting enterprises. At present the vehicle production capacity reaches 130 thousand/year, with the main products of Jiabao series of light vehicles and Senya series of utility vehicles. Auto parts products include such various kinds as vehicle body stamping parts, transmission shafts, auto lights, auto speakers, auto wiring harness and auto chairs. These parts are respectively supporting the vehicle enterprises such as Jilin Auto, Volkswagen, Jiefang, Dongfeng, Hafei and Qirui. In 2009 the auto industry of Jilin City realized 4.5 billion Yuan sales revenue, of which 2.5 billion Yuan is vehicle sales, doubling the figure of last year. The total assets industry-wide reaches 5 billion RMB Yuan. The total employees are 43000.

2.2 Introduction to FAW Jilin Company

FAW Jilin Auto Company Limited (shortened as Jilin Auto) was formerly called FAW Jilin Light Vehicle Factory which was founded in 1983. It used to be a local enterprise of Jilin City, which is the birthplace of Chinese light vehicles. In March, 1981, the first light vehicle of China passed its trial production successfully. On June 28, 1991 the factory was merged as a directly controlled enterprise by FAW, becoming a member of FAW family. Now it is a wholly owned subsidiary of FAW which identifies it as the main base of mini commercial and passenger vehicles and as a key enterprise in the independent million-car strategic structure.

FAW Jilin Auto Company Limited mainly produces CA6360 minibus, CA6361 minibus, CA6371 minibus, V70 minibus, D82A utility vehicle, and CA1010A light truck and various kinds of serial and special vehicles. It is estimated that by 2012 the annual capacity will reach 300 thousand and by 2015 it will reach 400 thousand. The future auto models to be developed mainly include “Jiabao” minibus updating model and SUV auto. In May this year, 150 thousand light vehicle capacity expansion project of FAW Jilin Auto Company was launched.

2.3 Auto Development Prospects in the Future of Jilin City

For the next period, Jilin Auto Industrial District will be the main carrier to direct at internationalization and diversification in Jilin City. Jilin City will focus on light vehicles, utility vehicles and economy cars to gradually develop 1 million vehicles production scale. And auto parts industry will be co-developed to build the Auto Industrial District into an important base for R & D, manufacturing and service of auto and parts in our province. It is planned that by 2012 vehicle production output will have reached 400 thousand, with auto industrial sales revenue of 24 billion Yuan. By 2015 vehicle production output will have reached 1 million, with sales revenue of 100 billion Yuan. There are four development priorities. First is to accelerate the construction of FAW Jilin Auto Company 300 thousand light vehicle project. V110, AV9-1 AND AV9-2 new series vehicles will be further developed on the basis of produced new model of V70. The second priority is to actively introduce strategic investors to accelerate the promotion of such projects as Chengdu New Land 180 thousand vehicles, Tongtian 300 thousand vehicles, Zhaolong Group and Tongji Tongjie 100 thousand cars and 50 thousand sports cars and Hong Kong New Fortune special vehicles. Third is to greatly upgrade parts scale and grades, focusing on the six system modules of car body internal and external decoration, chassis, steering and transmission, wheels, engine accessories and electronic and electrical parts. Fourth is to speed up the construction of comprehensive auto logistics center to promote the development of relevant industries such as auto sales, auto service and auto beauty.

3. Development Space of Auto Parts in Jilin City

At present there are 140 auto parts supporting enterprises in Jilin City. Auto parts products include such various kinds as auto body stamping parts, transmission shafts, auto lights, auto speakers, auto wiring harness and auto chairs. These parts are respectively supporting the vehicle enterprises such as Jilin Auto, Volkswagen, Jiefang, Dongfeng, Hafei and Qirui. The auto parts production enterprises of Jilin City can not enven satisfy auto industrial demand in the city.

Chemical industry is very developed in Jilin City. We have nearly 1000 kinds of chemical products, covering fine chemicals, special chemicals, chemical fiber and special fiber, chemical synthetic drugs and intermediates, new chemical materials and bio-chemical products. Now the transformation of 10 million ton annual capacity of crude oil processing and 1 million ton production annual capacity of ethylene projects is under way. Jilin City has rich auto chemical materials such as ABS. polyethylene, polypropylene, SBR, EPDM, ethylene oxide, glycol, silicone and etc. which can satisfy the need for the production of auto compounds and special additives. Currently in the 140 auto parts production enterprises only 18 of them are engaged in the production of auto chemical compounds and auto additives. The development space is large enough.

In Feb., 2010 Jilin City proposed a series specific plans of deeply promoting the rapid and harmonious development of chemical and auto industries and actively accelerating Changchun-Jilin Integration. The plans include: a good construction of chemical circular economy demonstration district and Jilin auto industrial district, efforts to introduce some supporting projects of the combination of chemical and auto, depending on R & D organizations such as Jilin University Changchun Applied Chemistry Institute to focus on the R & D of auto rubber compound, realizing the matching up of volume and production, promoting the mixture of chemical and auto industries and integrating the two big cities of Jilin and Changchun. By now the construction of auto chemicals and three additives industrial district has been started in Jilin City. Based on the full use of Jilin Chemical advantages to further develop chemical industry, the process of using chemical industry to support auto industry will be promoted. We shall reinforce technology research to develop auto non-metallic products conforming to auto procurement standards. We shall utilize materials produced by Jilin Chemical Industry to produce auto supporting, decorating and consumption products so that the effective convergence of the two big industries can be realized.
